European order will probably be marked for the next few years, if not decades, by a phase of confrontation or, at best, of coexistence. At the same time, the "change of era" must not be exhausted exclusively in the military. The war in Ukraine does not change in any way the need for a comprehensive security concept that not only includes military aspects, but also political, economic, ecological and humanitarian aspects.
As in the previous crisis unleashed by the coronavirus, the Phone Number Listy in Ukraine once again underlines the risks of being heavily dependent on certain supply chains, whether on energy supplies from Russia or on China's technological infrastructure. . In short: the European Union must strengthen its joint sovereignty and resilience on strategically important political, economic and technological issues. At the same time, it is necessary to start thinking today about how a European security order could be restored in the future. It is obvious that with Putin it is no longer possible to return to the status quoformer. But sooner or later they will have to negotiate again with the Kremlin on European security.
However, in the near future there can only be security against Russia and no longer with Russia. This does not necessarily mean that the lessons of détente cannot continue to be relevant in other regions of the world. On the contrary: in view of the immense tasks facing humanity, such as climate change, the fight against poverty and pandemics or migrations, international cooperation and the maintenance of peace remain an important component of foreign policy. and German and European security, even in a changing world characterized by competing value systems.
